Difference between the Bill and a Rule

A Bill - Article I, Section 1 of the United States Constitution is concise in its language, "All legislative powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."  It means a Bill has to be passed by both the Senate and the House of Representatives so that President of the United States of America can sign it and implement as a law.
